Sir Bill Browder, KCMG, was once the largest foreign investor in Russia before being expelled in 2005 for exposing corruption. In 2008, his lawyer Sergei Magnitsky uncovered a $230 million tax fraud by officials, was imprisoned, tortured, and died in custody in 2009.
Browder launched the Global Magnitsky Campaign, leading to human rights sanctions laws adopted in 35 countries. In 2024, he was knighted by King Charles III for his services to human rights and anti-corruption.

Previously he served as Special Advisor on Russian and Eurasian Affairs to LTG Ben Hodges, Commanding General of US Army Europe, and Cultural Advisor at NATO Allied Land Command.
About Tymofii Diukariev
Tymofii Diukariev is the Co-founder of the Kyiv Institute for National and Global Security (KINGS) and the Co-founder of the energy development company ND Energy. He possesses an academic and professional background in large-scale project management, energy infrastructure, and international cooperation.
Mr. Diukariev is currently a Ph.D. candidate in History and Archaeology at the National Academy of Government Managerial Staff of Culture and Arts. He holds a Master’s in Leadership and Management (MLM) from the Thunderbird School of Global Management at Arizona State University, a Master’s in Global Management (MGM) from American University Kyiv, and a Master’s in Art Criticism, Theory, and History of Art from the National Academy of Fine Arts and Architecture. Additionally, he completed specialized training in Financial and Managerial Accounting at the Kyiv School of Economics
He has also pursued PhD studies in Middle Eastern Studies at Cambridge University, UK.
Mr. Voyger is fluent in English, Ukrainian, Russian, Bulgarian, Arabic, Turkish, French, Spanish, and Italian.

a Board Member of the Forum for Foreign Relations (UK),
and a Consultant for RAND Europe.
He taught International Security and Politics at the U.S. Army College (Carlisle, PA).
Previously he served as Vice President for Strategic Studies and Multi-National Programs at TheTacNet.com (Virginia, USA).
Mr. Voyger was a Senior Scholar at the Penn Biden Center for Diplomacy and Global Engagement (Washington, D.C.).
He was a Senior Lecturer in Russian and Eastern European politics and security at the Baltic Defence College (Tartu, Estonia).
He served as Special Advisor for Russian and Eurasian Affairs to LTG Ben Hodges, Commanding General of U.S. Army Europe (Wiesbaden, Germany), and as Cultural Advisor and Senior Russia Expert at NATO’s Allied Land Command (Izmir, Turkey).
He was deployed to Iraq and Afghanistan as an advisor and social scientist with the U.S. Army.
Mr. Voyger also worked for Senator Mitt Romney’s Presidential Campaigns
He has published articles across Ukraine, the Baltic States, and Poland, and regularly gives TV interviews and talks at think tanks, universities, and military institutions across the U.S. and Europe.
